Abstract
The primary objective of this research is to evaluate the level of citizen resilience to natural crises, with an emphasis on environmental components, within the neighborhoods of District 7 in Tehran. This study is applied in nature and follows a descriptive-analytical approach. Data were collected through both library and field research methods. T Quantitative data analysis was conducted using Excel, GIS, and SPSS software. The validity of the questionnaire was confirmed through face validity by 10 experts, while its reliability was verified using Cronbach’s Alpha with a coefficient of 0.750. Given the sample size and the Q-Q plot analysis, the assumption of normality was met for parametric testing. Statistical methods included the one-sample t-test to assess neighborhood means, linear regression to examine the impact of various dimensions on resilience, the COCOSO multi-criteria decision-making model for neighborhood ranking, and the K-Means clustering method for grouping. The research findings indicate that the overall resilience mean for District 7 (3.014) lies at an intermediate level; however, this average conceals profound structural disparities among the neighborhoods. The results from the CoCoSo model and clustering reveal a significant gap in the distribution of resilience, positioning the Abbasabad neighborhood within the ‘resilient cluster,’ whereas the Gorgan and Nezamabad neighborhoods are categorized within the ‘low-resilience cluster. In conclusion, urban management should avoid a one-size-fits-all approach for the district. Instead, it is imperative to develop an equity-based roadmap, prioritizing resource allocation, physical regeneration, and the expansion of green infrastructure toward the vulnerable clusters.
