ارزیابی مشارکت مردم در تهیه طرح هادی روستایی (مطالعه موردی: شهرستان دهگلان، روستاهای دهستان ئیلاق جنوبی)

چکیده
امروزه طرح­ های هادی روستایی به دلیل اعمال راهبرد بالا به پایین و تمرکزگرا نتوانسته ­اند پاسخگوی نیازهای اساسی جامعه روستایی باشند و روش­های مشارکتی به عنوان پاسخی ریشه ­ای به رویکردهای بالا به پایین در برنامه­ ریزی­ها شکل گرفته است. از این رو، هدف از این پژوهش، ارزیابی مشارکت مردم در تهیه طرح هادی از طریق رویکرد مشارکتی و مقایسه آن با تجارب قبلی طرح هادی است تا در نهایت با نتایج حاصل از قیاس صورت گرفته، بتوان جهت زمینه ­سازی برای ایجاد شرح خدمات جدید در بستر تهیه طرح­های هادی روستایی از طریق مشارکت مردم محلی دست پیدا کرد. روش ­شناسی این پژوهش، از نوع ترکیبی یا آمیخته است. داده ­های مورد نیاز به صورت اسنادی و پیمایش میدانی با تشکیل کارگاه­های مشارکتی گردآوری شدند. جامعه آماری شامل 20 روستای دهستان ئیلاق جنوبی تابع بخش بلبان ­آباد واقع در شهرستان دهگلان است که از این تعداد، 9 روستا که دارای طرح هادی بودند در قالب 5 گروه به عنوان نمونه انتخاب شدند. جهت تحلیل فرضیات در قالب نرم افزار SPSS از آزمون ­های ANOVA، Tukey و T برای دو گروه وابسته و نرم افزار ArcGIS استفاده شده است. نتایج نشان داد که از نظر پاسخگویان، شاخص فنی _ کالبدی از اهمیت بیشتری برخوردار است. همچنین وضع موجود شاخص­های ارزیابی مشارکت مردم در تهیه طرح­های هادی روستایی نسبت به میزان اهمیتی که برای آن در نظر گرفته شده، از وضعیت پایین­تر از حد متوسط برخوردار بوده و در وضعیت ناپایدار ارزیابی شده­ اند.
