تببین الگوی حکمروایی هوشمند با رویکرد مشارکت مردمی در تصمیم گیری شهری (نمونه موردی: شهر تهران) |

شهرها به طور فزاینده ای به سمت هوشمند سازی حرکت می‌کند. یکی از مهم ترین ابعاد شهر هوشمند حکمرانی هوشمند است. این بعد از هوشمند سازی شهرها بر استفاده از فناوری اطلاعات و ارتباطات برای مشارکت سیاسی و فعال شهروندان و ارائه خدمات مطلوب شهروندی دلالت دارد. در همین راستا پژوهش حاضر با هدف تببین الگوی حکمروایی هوشمند با رویکرد مشارکت مردمی در تصمیم گیری شهری انجام شد. پژوهش حاضر ازنظر روش توصیفی- تحلیلی است. ازنظر هدف در زمره تحقیقات کاربردی قرار دارد. اطلاعات موردنیاز این پژوهش به دو روش کتابخانه‌ای و میدانی جمع‌آوری گردیده است. جامعه آماری این پژوهش شامل کارمندان شهرداری مناطق 22 گانه شهر تهران است که جمعیت آنها برابر 500 نفر می‌باشد. روش انتخاب متخصصین استفاده از تکنیک گلوله برفی بوده است. تعداد نمونه 15 نفر از کارکنان شهرداری تهران انتخاب شدند. نتایج حاصل از این پژوهش نشان داد که مشارکت در تصمیمگیری شهری بر روی حکمروایی هوشمند شهری تاثیر مثبت و مستقیمی دارد. براساس نتایج بدست آمده مشارکت در تصمیمگیریها قادر است که 6/38 درصد از واریانس متغیر وابسته یعنی حکمروایی هوشمند شهری را تببین نماید. همچنین از بین دو مولفه مربوط به مشارکت بر تصمیمگیریها مولفه مشارکت اجتماعی تاثیر بیشتری بر حکمروایی هوشمند شهری داشت. |

Cities are increasingly moving towards smarter. One of the most important aspects of a smart city is smart governance. This, after making cities smarter, implies the use of information and communication technology for political and active participation of citizens and the provision of desirable citizen services. In this regard, the present study was conducted with the aim of explaining the model of smart governance with the approach of popular participation in urban decision-making. The present study is descriptive-analytical. In terms of purpose, it is in the category of applied research. The information required for this research has been collected in two ways: library and field. The statistical population of this study includes municipal employees in 22 districts of Tehran with a population of 500 people. The method of selecting specialists was to use the snowball technique. A sample of 15 employees of Tehran Municipality were selected. The results of this study showed that participation in urban decision making has a positive and direct effect on smart urban governance. Based on the results, participation in decision-making is able to explain 38.6% of the variance of the dependent variable, ie smart urban governance. Also, among the two components related to participation in decision-making, the component of social participation had a greater impact on smart urban governance. |
