توسعۀ یک الگوی ساختاری ـ تفسیری از عوامل مؤثر بر تحقق حق به مسکن شایسته در ایران

چکیده
دستیابی به مسکن شایسته حق هر فرد است و همۀ کشورها آن را در دستور کار قرار داده‌اند. در ایران علی‌رغم تأکید بر مسکن شایسته در اصل ۳۱ قانون اساسی اما همچنان حق به مسکن شایسته در عمل تحقق نیافته است. ازاین‌رو پژوهش حاضر به دنبال توسعۀ یک الگو برای دستیابی به حق به مسکن شایسته است. پژوهش بر مبنای یک روش کیفی هدایت شده است. از روش مدل‌سازی ساختاری ـ تفسیری برای ارائۀ الگوی حق به مسکن شایسته و از تحلیل میک مک نیز برای خوشه‌بندی عوامل استفاده شده است. روش نمونه‌گیری هدفمند بوده و جامعۀ آماری نیز متخصصان مسکن هستند. یافته‌ها نشان می‌دهند که عواملی نظیر 1) همگامی با ایدیولوژی و باورهای حاکم بر جامعه؛ 2) مناسبات مربوط به ساختار حکمروایی؛ 3) مناسبات مربوط به ساختار اجتماعی؛ 4) بهبود امنیت تصرف؛ 5) عدالت در تصرف؛ و 6) مقتضیات محلی بیشترین تأثیر را در تحقق حق به مسکن شایسته دارند. یافته‌های این پژوهش متولیان مسکن را نسبت‌به نحوۀ سیاستگذاری خود اگاه می‌کند و به آن‌ها متذکر می‌شود که باید در رویۀ خود تجدید نظر کنند. آنان به جای سیاستگذاری متمرکز باید به سیاستگذاری محلی (استانی‌سازی سیاست مسکن) روی آورند.
