Thus by passing from the logic of territorial organization into logic of network organization, economics of scale to external economics of network, hierarchical links and one sided to the synergistic relationships and cross of many traditional concepts; not only in terms of analytical and descriptive but even more with a normative approach placed in a new form and nature which require re-definition and re-framing. The purpose of this paper is to explain the transition from planning concepts based on hierarchy to planning on the base of polycentric- network of regional structures. The methodology of the research is based on descriptive approach by reviewing the existing literatures regarding to these two main paradigms to analysis the relevant statements. The results showed that hierarchical theory does not offer specific strategy but network theories suggest a coherent framework of cooperation among the towns in different spatial scales which can lead to competitive position of cities and regions by increasing importance in international competitions در دهه های اخیر بازتاب فضایی تحولات اقتصاد پسافوردیستی، اشکال نوینی از شهرنشینی را به وجود آورده که ناکارآمدی پارادایم سلسله مراتب را آشکار کرده است. بدین ترتیب، با گذار از منطق سازمانی قلمرویی به منطق سازمانی شبکه­ای، صرفه­های مقیاس به صرفه­های بیرونی شبکه­، پیوندهای سلسله­مراتبی و یک سویه به پیوندهای هم­افزا و متقابل بسیاری از مفاهیم سنتی، نه تنها به لحاظ تحلیلی و توصیفی بلکه حتی بیشتر با رویکردی هنجاری، در ماهیت و قالب جدیدی قرار گرفتند که نیازمند چارچوب­بندی و تعریفی دوباره هستند. هدف این مقاله تبیین گذار از مفاهیم برنامه ریزی مبتنی بر سلسله مراتب به سمت برنامه ریزی براساس ساختارهای منطقه ای شبکه ای-چند مرکزی است. روش تحقیق براساس رویکردهای توصیفی استوار بوده و با مرور و بازبینی ادبیات انتشار یافته در این حوزه به تحلیل گزاره های مربوطه می پردازد. نتایج بررسی این تحقیق نشان داد که نظریه سلسله مراتبی راهبرد خاصی را ارائه نمی­کند اما نظریات شبکه، چارچوب منسجمی از همکاری­ها را بین شهرها و در مقیاس­های فضایی مختلف پیشنهاد می­دهد که می­تواند به موقعیت رقابتی شهرها و مناطق با توجه به افزایش روز افزون اهمیت آنها در رقابت­های بین­المللی و نقش کلیدی آنها در جذب منابع متحرک منجر شود. https://hsmsp.modares.ac.ir/article_14531_e91fa89066b9c6f5320990f5e382122e.pdf
