Rural settlement and it's management in Iran has a long history of sedentariness on the planet, despite this long experience, it has been damaged by many problems. The lack of a basic framework for coordination with rural management actions is one of the most important reasons behind these problems. This weakness leads to confusion in decision-making and decision-taking, popular rejection, inefficiency and ineffectiveness of rural management. That's what is needed for designing of these fundamentals is that they should be established on the needs and thoughts of the target community as well as scientific achievements. Accordingly, our goal in this study is finding the common concepts of (rural) management of Islamic-Iranian culture and finally comparing it with common scientific principles. To reach these goals, some documents related to Iranian management, Islamic management, rural management and high level documents of the country were studied in a documentary method. We evaluated our data by quantitative content analysis and compared the results. The results indicated that the element of justice is the most important principle in Islamic and Iranian sources, which does not contradict with scientific principles. Therefore, different dimensions, indicators, and conditions of justice should be based on the development of any indigenous model with the rural management subject in the country.
